New Narrative is searching for someone who brings strategic vision, pragmatic problem solving, and an extensive background in housing services within the Portland Metro Area. Our Housing TEAM works with some of the most vulnerable individuals in our community, who often have complex needs and face a variety of housing barriers. Purpose: (General description and summary)

The Supportive Housing Services Director oversees the New Narrative Housing TEAM current contracts and the development and operation of the internal housing navigation supports for the agency. This position provides strong executive leadership, strategic visioning and guidance, and effective oversight of the team’s program outcomes and financial performance. This position works closely with the extended New Narrative leadership team, including across our integrated team based care organization, to create, operate, and provide mentorship to integrated supportive housing services. The position provides extensive experience, leadership, and oversight to the New Narrative strategy and vision for supportive housing services, working with the Executive Team and leveraging relationships with external policy stakeholders to influence contract negotiations and innovative housing program start-ups within the New Narrative portfolio and in partnership with outside agencies and organizations.


Accountabilities: (Responsibilities of the job)


  • Works with executive team members, team based care managers, the wider leadership team at New Narrative, and the Housing TEAM program managers to create and guide the supportive services vision and strategy for the agency. Works with these groups to create integrated team based care services across the New Narrative housing portfolio from an executive leadership level.
  • Negotiates contracts
  • Supervises Housing TEAM Program Managers and helps to develop new internal management structure for New Narratives internal housing portfolio.
  • Provides expertise and direction to a variety of other positions throughout the agency on supportive housing services.
  • Collaborates and partners with external stakeholders, including housing departments, commissioners, and other government elected officials to influence housing policy in the metro area and secure new SHS contracts to further the New Narrative mission.
  • Financial management and expertise of complex departmental budgets and contracts; oversees and manages the financial health of Housing TEAM. Communicates and educates important financial concepts to program managers and frontline staff. Participates in the monthly New Narrative financial review meeting and reports out on financial performance of programs.
  • Participates in the SHIFT initiative to implement a truly integrated team based care approach that helps facilitate value based services and payments for supportive housing services teams and employees
  • Identifies and oversees training opportunities that promote professional development of supervisors and front-line team members
  • Ensures that program managers and front-line team members operate from Mission and Values-based perspectives, utilizing the guiding philosophies and principles that guide decisions and service delivery
  • Creates and works with direct services managers across the agency to create and update policies and procedures related to supportive housing services
  • Ensures that supervisors and front-line team members are knowledgeable about program flow/phases/stages and the required forms and documentation
  • Generates awareness from the executive level down for the entire agency about training opportunities, conferences, legislative action, housing trends, etc. and adopts positions on legislative issues with inclusion and support of New Narrative Leadership Team
  • Actively participates in homeless, housing and peer-focused workgroups, meetings and committees both within and outside of New Narrative, encouraging the same of other Housing TEAM members

Education/Certificates/Licenses/Registration:

Bachelor's level education in a field related to the operations and administration of human services programs (or experiential equivalent) is required.


Experience/Qualifications:

  • A minimum of five years supervisory experience
  • 5 years experience with new program and team structure creation and start up
  • 5 years experience with strategic implementation across a large span of control
  • Experience with financial analysis and contract negotiation
  • Ability to communicate at an executive level with multiple internal and external stakeholders and communicate an effective vision
  • Knowledge of supportive housing services and mental health services
  • Experience working with landlords and understanding of landlord perspective
  • Experience working with HUD and Housing Authority
  • Understanding of different types of housing and how to access these types of housing (Conventional, PBS8, Public Housing, Housing Choice, Mainstream, HUD-specific, Tax Credit, etc.)
  • Understanding of houseless populations
  • Understanding of transition from houselessness to housing and the types of supports needed to support individuals in this transition
  • Understanding of peer support services and value of employing persons with lived experience
  • Familiarity with Landlord Tenant Law, ADA, Fair Housing Law, Landlord-Tenant Law and other pertinent local and national laws governing housing for persons with disabilities
  • Demonstrated ability to develop, communicate, and facilitate program changes across a diverse network of staff and clients.
  • Ability to coordinate closely with a multi-disciplinary team as well as collaborate across multiple external agencies and partners
  • Excellent written and oral communication skills, including the ability to develop and deliver executive level presentations
