Watch Commander
Position Summary

All newly appointed Watch Commanders are required to complete mandatory training. The training will be scheduled by Constellis’ North American Operations Training Directorate in conjunction with the incumbent within the first 180 days of appointment. The duration of the training will depend upon the incumbent’s past experience and may be waived.
This position has a training requirement. You will be required to attend and successfully complete on the job training. You may be required to successfully complete additional training as a condition of continued employment. Failure to successfully complete the required course(s) of training in accordance with either Constellis or United States Capitol Police standards and policies will result in demotion, or separation as determined by management and appropriate procedures.
Pay Transparency: $200,000.00 annually

The work environment is exclusively office based. You may be required to perform work on a shift and rotational basis. You must be readily available to work overtime on a scheduled or unscheduled basis in excess of the 40-hour work week. This position does not require a uniform. The requirement is business attire unless otherwise authorized, e.g., “business casual.”

May be required to lift and carry awkward items weighing up to 25 lbs. Requires intermittent standing, walking, sitting, squatting, stretching, and bending throughout the workday.

Responsibilities
In this position, you will become a key member of a team of intelligence and security professionals detecting and preventing acts of violence against members and the institution of the United States Congress. Typical work assignments include:
- Overseeing the overall planning, direction and timely execution of activities associated with emergent issues within the Protective Intelligence Operations Center (PIOC).
- Managing significant events and reportable incidents and approving all significant activities.
- Reviewing current procedures and recommending process improvements for operational effectiveness.
- Performing layered enforcement activities relative to threats and inappropriate communications aimed at preventing acts of violence against the United States Legislative Branch of Government.
- Directing, coordinating, and overseeing the work through subordinate supervisors.
- You will be required to maintain access to all data systems necessary for duty execution.
- You must be a U.S. Citizen to apply for this position.

- Primary U.S. residency for at least three of the last five years (additional details below)
- Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
- Working for the U.S. Government as a federal civilian or as a member of the military
- A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
- Participation in a study abroad program sponsored by a U.S. affiliated college or university
- Working as a contractor, intern, consultant or volunteer supporting the U.S. government
- You will be required to pass a background investigation.

- You must possess a bachelor’s degree from an accredited college or university. A graduate-level degree is preferred.
- On a case-by-case basis combinations of successfully completed graduate level education and experience may be used to meet total qualification requirements for this position.
- This position is not subject to a polygraph for employment; however, it does require the highest standards of integrity. As such, once employed the incumbent could be asked to submit to a polygraph exam and have favorable results to continue in the position.
- You qualify if you possess three (3) years of specialized experience performing duties such as:
- Supervising and directing inspection, intelligence analysis, examination, anti-terrorism, and other law enforcement programs relating to protected persons and other government officials of the United States.
- Interpreting laws and regulations of a broad range of Federal, state, and local agencies relating to threats of violence and inappropriate communications.
- Managing technical and operational activities regarding the full range of functions or programs supervised.
- Planning and carrying out assignments, projects, studies, or investigations intended to explore and resolve major operations and law enforcement problems, or to develop, improve, or install new procedures.
- Ability to prepare accurate, well-written incident reports and other written materials in final form.
