Citizen assemblies are a promising model to bring diverse citizens together to explore an issue and find wise solutions. In my podcast conversation with Rosa Zubizarreta, she said: "One of the most fascinating results of these that have taken place all over the world, is when we get a group of very different people together in a facilitated space where everyone has a chance to speak and be heard, people afterwards say, “oh my gosh. It was very meaningful to talk about whatever issue it is. It is public issue that affects all of us. It was so helpful to be able to talk about it. People really care about public issues when it’s not just butting heads." She said: "If you look at a hand with your five fingers spread out, like there are all these different positions. But if you go to the palm, like there’s a common ground of what we all actually believe and agree on already. There’s a lot of public opinion polls in our country that show that there’s actually huge mass support for a number of different ways forward on certain crucial issues. Yet, because of the politics of “divide and conquer” and exaggerating the differences through the media and political process, we end up not being able even to move forward on the big amount of common ground that we do have." On January 2016, Xavier Bettel published his "Circulaire Bettel". He updated it in June 2022. Read it here: https://lnkd.in/eHnZmUdq In short: its purpose is to clarify the rights and obligations of Public servants in their relations with the PRESS. For example: - Confirm the reception of a request - and answer it if possible- within 24 hours. - Indicate an estimation of the delay of response. - Provide the legal justification if an answer cannot be shared. - Provide a generic email that at least 2 public servants have access to. - etc. Journalists did not like this circulaire and asked for a "Right to inform" instead, but I really found that to be a GIANT LEAP towards ACCOUNTABILITY in the public service. (I have had HUNDREDs of requests never answered since the creation of 360Crossmedia in 2000. I call it a "Silent resistance": it works!) MAY I SUGGEST TO EXTEND THIS KIND OF SIMPLE RULES TO OTHER SERVICES and TOPICS: - Not just between Public servants and the Press, but also between Public servants and investors, citizens, etc - Between Luxinnovation and their counterparts. - Between Commission de Surveillance du Secteur Financier (CSSF) and investors or their representatives. - Between Ministries and citizens. Etc I would also add the monthly publication of KPIs and the indication of an email OUTSIDE of the Public service in question, where users could complain about poor service without fearing any negative consequence. You get my point: Xavier Bettel, like many other politicians has good intentions, but implementing them in the Public Service sometimes represents a Herculean effort. Only a reform of the public service will allow the country to move forward. Good luck with that if you get elected without addressing the issue during your campaign. 🤗
