And additional factor, out of trust… I think, would be an existing contraction between what we define as willingness and desire to (localize #humanitarianaid) and the practice… then I would say, trust is one of the factors, but perhaps lacking a strategy for localization would be the second. The local #NGO, they, indeed lack a structured understanding of humanitarian assistance, norms, tools and cycles; but they have local #knowledge - that could be used for the betterment of assistance in “hard to reach areas”, for instance. We also have those “first respondents” that lack resource for improvement of they capacity. Here, a local or country-based strategy for localization would fit the purpose, be that from the #UN or any other #INGO. Now that we are working to fore #privatesector to catalyze financing on #durablesoluctions, for instance, it is also a better opportunity to involved local actors, eg NGOs.
