Why aren't we building modern conventional submarines while we are waiting for the delivery of the nuclear-powered Virginia-class submarines? We were supposed to get 3 to 5 Virginia-class submarines but now it looks like we'll get only 3, why haven't we built more surface ships to replace out-of-date and under-armed Frigates and Destroyers?

Rob points out how rebuilding our industrial base to meet the China threat is a sprint! He offers a number of great suggestions to make up ground but there is more we can do to cast a wider net and accelerate several areas in parallel. I offer some additional thoughts based on my experience bringing in the BAES (Armor Holdings) MRAP on time and cost - the only one of four but we did get the second BAES program back on track as well. And we did it using the The Defense Production Act (used during COVID for the first time in 50 years). We can rapidly grow capacity networking small producers and investing heavily in workforce over facilities. We need to start w all the young workers leaving school without a job. CNC programming, robotic welding and digital engineering are where our talent is need especially as AI begins to shape the future workforce. We also need to look more broadly for slack capacity like the Austal w shipyard in Philippines and Vietnam. Basic manufacturing of dumb munitions casing can be done across Europe, South America, Oceana and Sub-continent IF DONE SMART. We need somebody to step up and lay out a real strategic plan based on a survey of current capabilities sitting dormant or easily developed. I would like to see heritage partner with a few other experts to lay out a roadmap we can fight for.

WASHINGTON, Oct 17 (Reuters) - The head of Britain's Royal Navy joined Australia on Tuesday in questioning U.S. bureaucratic hurdles facing the three-country AUKUS project to supply Australia with nuclear-powered submarines. Admiral Sir Ben Key, Britain's First Sea Lord, said U.S. regulations should not be used to maintain a competitive edge at a time when Western powers find themselves in "as contested an environment as we have been in for many decades, in terms ... of the global order." "We have to be very careful as to what it is that you want your rules environment to achieve," he told Washington's Center for Strategic and International Studies think tank, referring to International Traffic in Arms Regulations (ITAR) governing U.S. technology transfer, something the AUKUS project requires. "If your rules environment is to prevent your adversaries from getting it and seeing what it is, that's probably realistic," Key said. "If your rules environment is to allow you a competitive edge in a different way, then I would question whether that's really enabling what matters to us all, which is to try and ensure a security framework." Key cited as a cautionary tale a 1996 critique of bureaucratic obstacles to the effective exercise of British naval power that developed between the Battle of Trafalgar in 1805 and the Battle of Jutland in 1916. "The analysis in 'The Rules of the Game' is very clear: that one of the reasons that we were not as successful in the Battle of Jutland as many thought we should have been, is because we'd become hide-bound by rules," he said. "What the author postulates is that in long periods of peace, the regulators predominate, and in war, rat-catchers predominate," he said, referring to people unafraid to bend rules to achieve the desired outcome. Its international shipbuilding industry and expansive merchant marine, combined with its growing navy, pose a comprehensive threat to American prosperity and security. Communist China uses the world’s oceans to pursue global supremacy, employing coercion and economic intimidation against weaker nations. In the South China Sea, it has seized more than a dozen islands in waters claimed by its neighbors. China is using the islands as military outposts, which serve to choke off the region’s economic and natural resources lifelines. Beijing’s games of chicken with foreign ships contravene international law, risk dangerous escalation, and deny freedom of navigation to American allies and partners.

SSNs: IN DEMAND AUKUS stakeholders - I think this is a long if fascinating report/crib from the US Congressional Report Service attached below on the key industrial/operational issues around the future of the US Virginia class SSN programme, with multiple refs to its early and key part in the AUKUS submarine programme as a whole, providing the RAN with its initial, direct experience of owning and operating SSNs.
