The US State Department is taking action to ensure responsible use of artificial intelligence (AI) in the military. This week, the department will host the first meeting of signatories to an AI agreement. The focus will be on military applications, with the goal of building practical capacity and keeping states focused on the issue of responsible AI. This conference is the first in a series that will continue as long as needed, with signatories returning each year to discuss the newest developments. The operation’s results far exceeded human-only analysis, finding twice as many companies and 400% more people engaged in illegal or suspicious commerce in the deadly opioid…The contractor, Rhombus Power, would later use generative AI to predict Russia’s full-scale invasion of Ukraine with 80% certainty four months in advance, for a different U.S. government client. Rhombus says it also alerts government customers, who it declines to name, to imminent North Korean missile launches and Chinese space operations.”

Thirteen months after the State Department rolled out its Political Declaration on ethical military AI at an international conference in the Hague, representatives from the countries who signed on will gather outside of Washington to discuss next steps. “We’ve got over 100 participants from at least 42 countries of the 53,” a senior State Department Official told Breaking Defense, speaking on background to share details of the event for the first time. The delegates, a mix of military officers and civilian officials, will meet at a closed-door conference March 19 and 20 at the University of Maryland’s College Park campus, “We really want to have a system to keep states focused on the issue of responsible AI and really focused on building practical capacity,” the official said. On the agenda: every military application of artificial intelligence, from unmanned weapons and battle networks, to generative AI like ChatGPT, to back-office systems for cybersecurity, logistics, maintenance, personnel management, and more. The goal is to share best practices, discuss models like the Pentagon’s online Responsible AI Toolkit, and build their personal expertise in AI policy to take home to their governments. That cross-pollination will help technological leaders like the US refine their policies, while also helping technological followers in less wealthy countries to “get ahead of the issue” before investing in military AI themselves. This isn’t just a talking shop for diplomats, the State official emphasized. Next week’s meeting will feature a mix of military and civilian delegates, with the civilians coming not just from foreign ministries but also the independent science & technology agencies found in many countries. The very process of organizing the conference has served a useful forcing function , the official said, simply by requiring signatory countries to figure out who to send and which agencies in their governments should be represented. United States Department of Defense and U.S. Department of State officials are set to meet with representatives from over 50 nations by mid-2024 to discuss the recently endorsed Political Declaration on Responsible Military Use of AI and Autonomy. Michael Horowitz, Deputy Assistant Secretary of Defense, shared this update during a webcast, emphasizing that the coalition now includes 51 nations, surpassing the initial 40. The declaration focuses on voluntary guidelines for AI in a military context, enhancing transparency, communication, and reducing risks. The upcoming plenary session in the first half of 2024 aims to further advance responsible practices. Notably, China and Russia are not currently participating, but Horowitz highlights ongoing U.S.-China dialogues on AI safety and capabilities. The US wants China to start talking about AI weapons. At the APEC summit occurring in San Francisco this week, US officials are pushing to start talks on the risks posed by military use of AI. From the article... “We have a collective interest in reducing the potential risks from the deployment of unreliable AI applications” because of risks of unintended escalation, says a senior State Department official familiar with recent efforts to broach the issue and who spoke on condition of anonymity. “We very much hope to have a further conversation with China on this issue.” This is kind of an extension to US efforts to build international agreement around guardrails for military AI. That fact that AI will be used to try to scam individuals is bad enough, but the idea of AI being used for "deception campaigns" by nation-states just raises that dynamic to a whole other level. https://lnkd.in/gsy_K7Gy

AI risks for international peace and security "It is clearly critical that the civilian AI community be engaged in understanding and mitigating the peace and security risks associated with the diversion and misuse of civilian AI technology by irresponsible actors, and this will not be possible without greater support. It is to this end that the United Nations Office for Disarmament Affairs (ODA) and the Stockholm International Peace Research Institute (SIPRI) have partnered for a new project. Funded by a decision of the Council of the European Union, this three-year initiative on responsible innovation in AI for peace and security was launched in early 2023.
