This project includes the design, build, finance, operation and maintenance of a number of further bundles of #socialhousing developments in Ireland as part of the next phase of the Government’s social housing public-private partnership programme (the “Programme”). 𝗖𝗔𝗣𝗜𝗧𝗔𝗟 𝗜𝗠𝗣𝗥𝗢𝗩𝗘𝗠𝗘𝗡𝗧 𝗪𝗢𝗥𝗞 𝗦𝗘𝗦𝗦𝗜𝗢𝗡 Oldsmar City Council hosted a Work Session yesterday to discuss the Capital Improvement Program Budget for FYs 2025-2030. Each project in the six-year program was developed by the responsible Departments & Divisions of the city. A priority was established for each project, in reference to the adopted Council Priorities for FY 2024/25. Requested projects without available funding were presented separately. This change enables City Council, the community & City staff to easily identify the gap between these future projects & current funding levels. Similar to the Capital Improvement Program, these projects will be updated with new cost estimates, timelines, funding sources & priorities during each budget cycle. In my 1st term, the Industrial Development Corporation (IDC) was more active than the last many years, and may have hit a historical record for the 40-year existence of the IDC. In the graph, you see the amount of new business space under construction in Westmoreland County: over 800,000 square feet in construction. That construction brings jobs, and the result of construction is a new property to help contribute tax revenue to our local economy. This is the power of being a full-time commissioner.

Great to be with Victoria Day at the Infrastructure New Zealand at the inaugural Funding and Financing Conference today to hear Leilani Frew present on the evolution of PPP and City Deals models. A key message was the need to evolve the PPP model to support value-for-money changes to a signed contract to respond to evolving community needs. Leilani called out the North-east Link incorporation of incentivised target cost (ITC) characteristics and North West Metro change clauses as models of successful contract modernisation. Lani pointed to building trust between equally capable partners who share ownership of the intended outcomes of a project as being critical. Lani also pointed to the importance of ‘partnership’ within a PPP, there is much that can be drawn from a heritage of ‘collaboration’ in long-standing models like the NEC Contracts® with clause 10’s spirit of trust and mutual collaboration, option C - Target Cost and X22 - early contractor involvement clause. What are the opportunities to bring together these the two proven PPP and collaborative contracting models?

We started Partnerships for People and Place (or PfPP as it immediately became known) to test whether bringing central government into challenges faced by local places could make a difference to people's lives. Yesterday we published our evaluation, guidance for officials and loads of data and evidence about flows of money and case studies. It was quite a moment! Some thoughts: 1. I've been privileged to meet dozens, maybe hundreds, of brilliant, passionate people in community groups, neighbourhoods and local government working their guts out to make people's lives better. I'm proud that PfPP enabled some incredible results which genuinely changed lives. All the people we worked with saw the value in joining up, but ... 2. ...joining up is hard! At a local level it takes leadership, trusting relationships and commitment to keeping it going. We found, when trying to bring in central government, that it worked best when central teams were looking for new ways of tackling the challenges our places were dealing with, when people in the central teams 'got' the value of approaching the issue at a place level, and when there were established mechanisms in place to build a common understanding of the issue. And our PfPP team had to be on hand to help navigate the systems at both ends. Fig.1 page 7 of the evaluation shows this well. I'll put it in the comments because I can't figure out how to paste it here! 3. There's so much learning in what we've published, but I was most struck by the gap in understanding between local and central government, which meant we spent far more time than we expected acting as translators between two very different worlds. So I'm particularly interested in how, as officials and officers, we narrow that gap. I think it could make a big difference to how we make policy at the centre because we'd have a better understanding of the variety of ways in which our policies might be delivered, and the opportunities that could be unlocked by designing them in a way to make the most of those local contexts. Today morning the Taskforce had a very discerningly perceptive 14th Plenary Meeting at Ardhi House, which focused a great deal on digging into the details of the draft proposals for the practical development and financing strategies based on the views collected from Community Members and Stakeholders coupled with the reviews and feedback from experts within the Taskforce and external experts including developers and financiers. The meeting from 8.15am to 10.45am had input from some of the key expert Taskforce members with expertise and experience on matters financing, development, legal and policy. Although a good number of Taskforce members were absent with apologies owing to their involvement in the ongoing retreat of the Taskforce technical team at Nakuru where they are working on finalising the draft Master Plan, while others are attending the ongoing African Climate Summit, today’s Plenary Meeting was nonetheless quorate for deliberations and to receive reports from respective Taskforce Working Groups. Some of the key issues discussed in today’s meeting include: - Relocation of the inhabitants during redevelopment - Loss of income for Community Members - Engagement of developers - Integration of urban physical infrastructure - Land readjustment considerations - Financing structure Over the next 1-2 weeks the Taskforce will be wrapping up the final draft of the Master Plan after this week’s retreat by the planning technical team. At the same time the focus will be zeroing in on the development, relocation and financing strategies culminating in a dedicated retreat in the coming 2-3 weeks to also wrap up the proposals and recommendations on the development and financing strategies. Already the Taskforce has provided its proposals and recommendations on key aspects of the legal structure and framework for the operationalization of the Kibra Nubian Community Land Trust under which the 288-acre private land is owned by the Community Members. These proposals and recommendations were availed to the Community Members for their consideration, and will form part of the Taskforce report for submission to the Appointing Authority and the Community plus prospective investors and partners in the project. The outputs on development and financing strategies are also being looked at for practical proposals and recommendations as per the TOR in the gazette notice No. 1414 of February 2023 which established the Taskforce, which is in its homestretch culminating in finalization of the Taskforce mandate during the month of October 2023 insha’Allah Kasonge Kasonge 🤲🏾
