Last week, #LACountyBOS’s Office of Protocol welcomed the Los Angeles Consular Corps and representatives from various countries’ embassies for a seminar on emergency preparedness and crisis management. Attendees were welcomed by new #LACounty BOS 3rd District Supervisor Lindsey Horvath and Executive Officer Edward Yen, and speakers included LA County Chief Medical Examiner-Coroner Dr. Odey C. Ukpo, Chief Privacy Officer Jennifer Papp of the Los Angeles County Department of Public Health and renowned seismologist Dr. Lucy Jones. We thank our speakers for their insight and value to the training and we thank the LA Consular Corps for their participation!

Often, scholars have observed that the "world police" stance of the United States, especially under Democratic administrations, has somewhat softened since the end of the Cold War. However, it now appears that the U.S. is making efforts to reassume its role as the world's police. The U.S. has entered into a defense agreement with Kenya for the maintenance of security in East Africa, with a limited duration of 5 years. This seems to be aimed at the elimination of the Al-Qaeda affiliated militant group, Al-Shabaab. Both countries also discussed deploying troops to Haiti, which is currently politically unstable due to gang-related issues. They agreed to form a multinational peacekeeping force of 2,000 troops. News media such as Al Jazeera have assessed that it is likely that Kenya will conduct the actual operations, while the U.S. will support from the rear, providing intelligence and other resources. The fact that the agreement was made for a limited period of 5 years is unique, suggesting that it is a goal-oriented agreement. As discussed, it seems the agreement was made to eliminate Al-Shabaab and secure safety in Haiti. If interpreted, it might be inferred that while Kenya is focused on eliminating Al-Shabaab, the U.S. might be more concerned about ensuring security in Haiti. If the Democratic party's "world police" role has been resumed, it's interesting to think about how this might change if there is a shift in power in the 2024 elections.

As you can see from the 100+ pages of this report, the topic of extremism is (shockingly) not a simple one! But really rewarding to gain a deeper understanding of extremism in Scotland, and of the practitioners who have an obligation to look out for it (i.e. fulfil the Prevent duty).
