3/4 🔦 MMD Unpacked: A Closer Look at the Khartoum Process
After the JVAP Follow-up and the Rabat Process, in this part three of our MMD Unpacked series we are diving into another pillar of the Migration and Mobility Dialogue (MMD) Support Programme: the Khartoum Process. An essential objective of our Grant Facility is to generate insights, research inputs, and policy recommendations that contribute to the Dialogues’ discussions and priority-setting, so let's explore this regional collaboration platform!
📍 Established in 2014 during the Ministerial Conference in Rome, the EU-Horn of Africa Migration Route Initiative, better known as Khartoum Process, is a regional migration dialogue bringing together countries along the migration route between the Horn of Africa and Europe, and key partners.
🌍 The Khartoum Process serves as a platform for consultation for 40 participating states and key stakeholders, including the European Union (EU), the African Union (AU), and the Intergovernmental Authority on Development (IGAD). It regularly organises meetings at the political and technical level.
💡 Following the Rome Declaration, the dialogue initially focused on tackling human trafficking and smuggling of people. Since then, the dialogue has expanded its scope to address issues related to the five domains of the JVAP (and beyond!) due to the ever-changing nature of migration challenges.
✅ It has established a continuous regional dialogue to enhance cooperation on migration and mobility between countries of origin, transit, and destination, and supports participating states in identifying and implementing concrete projects. Several regional initiatives also contribute to the implementation of the priorities and objectives of the KP, such as the Better Migration Management (BMM) programme and the Regional Operational Centre in support of the Khartoum Process and the AU-Horn of Africa Initiative (ROCK).
