This article outlines the dilemma defense leaders (to include defense industry) are facing. Key items that must be fixed and take in acccount (some of which are identified in article): -defense appropriation bills have to be passed…continuing resolutions are stifling progress of any new defense contracts -industrial base has shrunk to critical levels -tight job market has created a shortage of workers within the industrial base -defense acquisitions process (specifically contract types) has bogged down innovation and created an environment in which the remaining defense companies no longer want to play ball with the DoD due to exorbitant fiscal risks associated with the contract
