Today, we’re proud to share the second report in a three-part series that examines the impact of community health centers in LA County. “Community Health Centers in Los Angeles County: Creating Jobs Amidst Workforce Shortage” focuses on persistent health care workforce shortages, despite a dramatic increase in staffing by health centers over the past decade. The health care workforce simply is not growing or diversifying fast enough to keep pace with the increasing demand for care, and LA County residents are suffering the consequences. Community health centers are leading the way with promising strategies to combat workforce shortages, from developing strong talent pipelines, investing in recruitment and retention, to providing training and support to existing staff. COMMUNITY HEALTH FIRST is led by all 24 registered independent community health services in Victoria to promote the central role of community health in the wider Victorian health system, and to increase the capacity of services to alleviate system-wide demand. CHF have published a position paper visioning a redesigned Victorian healthcare system, which focuses on health, not illness, and looks to reduce health inequity and improve outcomes. Larter has been working alongside Victorian Community Health Services since our inception in 2008. 📌 We support CHF's reasonable call for a 20% funding increase to respond to increased community demand for low cost or no cost community nursing, counselling and allied health, with a focus on equity of access. This should complement the private sector 📌 We support the call for clarity on the roles of Victoria's Local Public Health Units and community health - ideally working together on disease prevention and population health, drawing from community health's knowledge and experience 📌 We also support clarity and support on how community health can provide value-add to MyMedicare, particularly with a social determinants model of care in mind 📌 The call for infrastructure upgrades in community health is also timely, with many buildings needing an upgrade to maximise community access and make it attractive to visit community health rather than hospital In addition to the paper, Larter would like to see financial support for community health GP clinics, because bulk billing no longer pays for quality holistic care. As California works to create a more equitable and culturally responsive health care system, the integration of community health workers, promotores, and representatives (CHW/P/Rs) is at the heart of achieving that vision. My amazing colleague Carlina Hansen from the California Health Care Foundation was among health leaders who had the opportunity to testify at a recent joint informational hearing with the Assembly Health Committee and Assembly Budget Subcommittee No. 1 about the bright spots and barriers to unleashing the full potential of our CHW/P/R workforce. Despite CHW/P/R services becoming a recognized Medi-Cal benefit in 2022, sustainable financing and program integration face bureaucratic challenges that are hindering community health workers from improving their service across California communities, particularly for immigrants, people of color, and people with low incomes . Despite CHW/P/R services becoming a recognized Medi-Cal benefit in 2022, challenges related to sustainable financing and program integration are making it difficult to sustainably scale the CHW/P/R workforce. These barriers need to be overcome so that the state's vision can be realized and CHW/P/Rs can amplify their work to improve the health and well-being of our communities - particularly people with low-incomes, people of color and immigrants.
