Idealistic policies don't tend to translate into reality the way they do in the minds of idealistic policy-makers. People can be selfish, cruel, inconsiderate, and insensitive, and many much worse. That is simply how people are, and always have been. There are limits to how much you can expect people to accomodate, how much you can expect people to care about strangers, and there are limits as to how perfectly you can expect people to implement your policies. Even the people you intend to protect and support, they are never perfect themselves, and do not always play the innocent victim to the tune of the assumptions of policymakers. This is just reality. It sometimes pays to have people on staff, or dare I say, in management and senior management, who have talked to a few people and lived in the "real world" for a bit, which under certain governments, doesn't seem to be the case. No matter how well intentioned a ruling party may pride themselves on being, if they are totally clueless on what it is like to live in the real world and to live in the real world under their governance, they are likely to do more harm than good, the road to hell being paved with good intentions and all...

It seems that the deficiencies in the voting mechanisms are the root cause of many problems in governance. Voting schemes cannot aggregate dispersed information effectively and are prone to manipulations and free-riding. Current governance institutions like the Board of Directors and various government regulations are attempts to safeguard against the frictions and shortcomings of the voting paradigm. However, they themselves are often the results of some voting arrangements.
