San Antonio is Military City, USA. And that means major economic benefits for the region. Joint Base San Antonio (JBSA) accounted for more than $55 billion in economic activity in 2023. The 14 military stations across Texas had a combined economic impact of $151.2 billion, meaning JBSA accounted for more than a third of all military economic activity. JBSA’s economic contributions have increased by 33% since 2019. The military accounts for approximately 242,000 jobs in SATX—direct and indirect. The growth in military hiring is driven by the cybersecurity, healthcare, and aviation sectors. I've been delving into the realm of DoD Other Transaction Agreements (OTAs) recently. I came across the CSIS's annual report on the Department of Defense's OTA utilization, and a few noteworthy observations emerged: 1. DoD predominantly awards OTAs to consortia, not their individual members. Between 2015 and 2020, the top OTA recipients were either consortia or one of the Big Five Defense contractors (which is technically allowed if they partner with a nontraditional contractor or SB). This raises concerns regarding potential conflicts of interest and contradicts the OTAs' intended goal of advancing government innovation. 2. The U.S. Army appears to have effectively harnessed the potential of OTAs, successfully integrating them into their operational processes. Should the other service branches increase their utilization of OTAs? 3. Notably, there is a lack of oversight regarding the allocation of OTAs, the entities executing the work, and the financial benefits accruing to consortia.
