"Google’s goal for the CTT [is] that the utility builds more clean, firm power while leveraging Google’s 'willingness to pay to accelerate when you can bring that on.' It essentially enables utilities to sign PPAs for technologies that would otherwise be too risky and too expensive." Policymakers now should be asking how the CTT approach would work in organized wholesale market regions. I think it would work even better for energy procurement for large customers. Meanwhile, addressing resource adequacy ("capacity") needs is and will be difficult with or without CTT-type mechanisms -- and even with or without an organized regional capacity market. I am anxious for MISO and its stakeholders to address the upcoming challenges of large incremental load additions. And now I am especially glad that we already have some experience with CTT-type retail market innovations. See, e.g., NIPSCO's Rate 831 and how it might relate to the 2022 MISO Planning Resource Auction shortage. I have asked NIPSCO to share that tariff innovation at 3 different conferences over the years because it seemed to be a rather logical and obvious way to accommodate large loads seeking renewable energy. But when Rate 831 was established, MISO probably still had over 20% excess capacity supply.
