FEMA is allocating $185 million to make dams stronger. The allocations for 32 states and one territory are through the Rehabilitation of High Hazard Potential Dam (HHPD) Grant Program, funded by the Bipartisan Infrastructure Law. This funding supports technical, planning, design, and construction for rehabilitation of eligible high-hazard potential dams. Dams age and deteriorate over time while populations near them grow. These grants aim to rehabilitate, remove, or repair these critical infrastructures. Non-federal governments and nonprofits are eligible for assistance. Drinking Water State Revolving Funds (DWSRF) have been awarded to communities for water infrastructure improvements. To learn more about these funds and to see where they’re going, visit Michigan.gov/DWSRF. Michigan’s DWSRF program has awarded over $1.8 billion dollars to 428 drinking water projects across the state since 1998. Of that, over $79 million has been awarded as principal forgiveness (i.e., loan dollars not required to be paid back). For Fiscal Year 2024, EGLE plans to award over $760 million to Michigan communities from grant and loan programs, including the DWSRF, Bipartisan Infrastructure Law, and American Rescue Plan.

K100 Million Wafi-Golpu Infrastructure Development Grant Lacks Guidelines Luther Wenge, a member of the Morobe provincial government, has reported that a K100 million (Approximately $28.8 million) Wafi-Golpu Infrastructure Development Grant (IDG) given by the National Government offered no guidelines on how the funds should be distributed. Its recipients have demanded that half of the money should be allocated to the landowners of the communities affected by the ongoing local development. According to Wenge, though K100 million of the promised K150 million has been received, there are no clear guidelines on its expenditure. This November Texas voters will have the opportunity to expand the state's financial strategy for addressing our long-term water challenges. These challenges include the need for developing more water supplies for a drought-prone state and fixing aging, deteriorating water systems. The opportunity to address these challenges lies with the approval of the proposed constitutional amendment to create the Texas Water Fund. In this article, I unpack the particulars of how the proposed Texas Water Fund could enhance Texas' water infrastructure financial strategy. Those particulars include types of water projects could receive financial assistance through the proposed Texas Water Fund. In addition, I highlight how the proposed Texas Water Fund comes with smart financial flexibility for the Texas Water Development Board.
