On July 1, 2004, the International Ship and Port Facility Security Code (ISPS Code) entered into force, marking a milestone in the mandatory security regime for global shipping. Developed by the IMO's Maritime Security Committee, the ISPS Code aims to establish an international framework to facilitate cooperation between governments, government agencies and the private maritime and port sectors to detect and prevent threats that may compromise the security of ships and port facilities in international trade. It also defines the roles and responsibilities of each entity at the national and international levels to ensure maritime security through the efficient collection of information, periodic evaluation and implementation of measures to strengthen global maritime security. 🛫 Enhancing Air Cargo Security: ICAO and WCO Release Revised Guidance🛬   We are excited to share some important news from the International Civil Aviation Organization and the World Customs Organization that was released today! Together, we have developed revised supply chain and secure mail information in the Third edition of "Moving Air Cargo Globally" to bolster security measures in air cargo activities, to ensure the security of our aviation sector against still looming potential terrorist and criminal attacks.   The document highlights the growing significance of digitalization in cargo processes, focuses on high-risk cargo and mail screening measures, and describes preventive security measures directed at mitigating threats posed by insiders.   Incorporating insights from various stakeholders, including regulators and industry experts, the publication recognizes the pivotal role of international supply chains as catalysts for sustainable development at all levels, in order to ensure that security efforts do not disrupt these crucial activities.   As professionals in the aviation and logistics sectors, it's essential that we all come together and sustainably implement these measures to create a safer environment for air cargo operations. Working collaboratively, we can uphold the highest levels of security while supporting the growth and development of the industry.   We encourage everyone to familiarize themselves with the revised publication and spread the word about its importance. Yesterday in Washington DC., WSC’s Joe Kramek spoke and testified at the Federal Maritime Commission hearing on the ‘Impact of Current Conditions in the Red Sea and Gulf of Aden’. 🚢 Urgent Maritime Update: General cargo ship PACIFIC in Distress 🚢 I wanted to share an important update regarding the general cargo ship PACIFIC. On October 7, while en route from Malta to an unspecified Middle East port, the vessel experienced engine failure off the Egyptian coast in the Mediterranean. After drifting into Egyptian waters and anchoring on October 12, the ship alerted the relevant authorities and its owner about the emergency. Unfortunately, the situation remains unresolved as of October 28, with no clear solution in sight. Complicating matters, the ship is either in the process of changing ownership and flag or has already been sold. Leo Logistics, a Russian shipping company from the Kaliningrad Region in the Baltic Sea, is expected to become the new owner. Egyptian authorities have declared the ship's emergency anchorage as illegal and imposed significant fines, including penalties for violating the border, unauthorized anchorage, and allegedly inoperable AIS (Automatic Identification System). Daily fees for patrol boat watch, radar monitoring, and security boat are also being charged. The Border Guard team boarded the ship on October 13 and confiscated the passports and IDs of all Russian crew members. The PACIFIC is currently inoperable and requires towing to a safe location. The crew's well-being and the resolution of this emergency are paramount. Pakistan’s maritime watchtower stands tall with allies like Singapore and Italy, sharing knowledge and eyes on the waters. Pakistan’s commitment extends beyond its shores. The Regional Maritime Security Patrol (RMSP) embodies a regional-led vision, combating piracy and illegal arms trade under UN mandates. The AMAN exercises draw navies worldwide, fostering peace and readiness. The Maritime Doctrine of Pakistan guides these efforts, uniting stakeholders in the quest for secure seas.
