A statement from SCDMV: A modernized version of the commercial driver’s license road tests is being implemented at some S.C. Department of Motor Vehicles locations. The branches will offer the new exam on an appointment-only basis, for drivers wishing to operate large commercial vehicles. Testing locations across South Carolina will be implementing the modernized test throughout the remainder of 2024 and into 2025 with the addition of new testing sites. The commercial driver’s test has been redesigned with new national standards that emphasize the modern technology that has come to trucking in recent years. Vehicle inspection is one part of the test that has been updated with a focus on critical safety systems. The basic skills portion of the driving exam also can be conducted on a smaller footprint with the new test. There have been no changes to the knowledge tests or requirements for obtaining a commercial learner’s permit. A new manual has been published to help customers prepare for the revamped testing and can be found on the agency website. It is also available for purchase at branches offices. Customers who already have passed one or more parts of the three-part CDL exam cannot shift to a modernized test location and receive credit for sections of the traditional test that they completed successfully. The applicant could convey that credit to another traditional test location. Offices currently offering the Modernized Testing are: Conway, Kingstree, Seneca, Charleston Leeds, Ladson, Columbia-Shop Road, Greenville-Saluda Dam Road, Myrtle Beach Commons and North Augusta. This list will increase with Greenwood being added on May 20, 2024, Rockhill on June 10, 2024, and Bennettsville in July of 2024. Only the branch office in Sumter will remain as a location for the traditional test to be administered until July 1, 2025. After that date, Sumter will only offer the modernized test. Five additional sites at SCDMV branch offices are scheduled to be added before July 1, 2025. Please review the dates that a branch office will be converting to the modernized test when scheduling appointments.

Here are ten best practices for commercial driver road tests: 1. Use a Single Road Course: - Utilize one road course that is applicable to the driver's operating environment. 2. Prohibit Exceptions in 391.33: - Prohibit the use of exceptions in 391.33, ensuring thorough road tests for all drivers. 3. Consider Third-Party Examiners: - Consider hiring professional third-party examiners with proven evaluation skills for impartial assessments. 4. Require CDL for Evaluators: - Mandate that evaluators of CDL-vehicle drivers hold a Commercial Driver's License (CDL) to operate the vehicle if necessary. 5. Standardize Scoring Sheet: - Adopt a standardized scoring sheet and require completion during the test, providing consistency and documentation. 6. Document Evaluator Competence: - Document the basis for deeming an evaluator competent, including appointment letters or certification. 7. Guard Against Bias: - Regularly evaluate testers for the consistent application of standards and guard against bias in assessments. 8. Clear Instructions During Test: - Ensure testers explain what the driver can expect before starting the test and limit comments to avoid distractions. 9. The Consequences of Overloading in Milk Distribution In a recent operation led by the DVSA (Driver and Vehicle Standards Agency), three milk distribution companies and twenty-five drivers found themselves facing significant fines. The reason? Overloading of small vans. This case serves as a stark reminder of the importance of maintaining roadworthy vehicles and ensuring they operate within weight limits. The Offenders and Their Violations The three milk distribution companies, along with their twenty-five drivers, were found guilty of several violations. These included overloading, driving defective vehicles, and operating vehicles that had already received immediate prohibition notices due to known defects. While the companies received substantial fines, the drivers faced smaller fines and points on their driving licenses. The Weight of Milk and Vehicle Suitability The DVSA has a particular viewpoint when it comes to transporting milk. Due to the weight of this liquid cargo, small refrigerated vehicles are generally considered unsuitable due to the risk of overloading. So, what's the alternative? The DVSA suggests that milk should be transported using HGVs (Heavy Goods Vehicles). Consequences for Operators If any of the operators involved in this case hold Operator's Licences, they are likely to attract the attention of the Traffic Commissioner through a Public Inquiry. This could lead to actions against the Operator's Licence, Transport Manager(s), and director(s). Even if they don't currently possess an Operator's Licence but apply for one to transport goods via HGVs, this case will undoubtedly lead the Traffic Commissioner to scrutinize their repute and fitness to hold a Licence. Consequences for Drivers Drivers who hold vocational driving entitlements will also find themselves facing a Driver Conduct Hearing. The outcome of this hearing could include suspension or revocation of their driving entitlements. Summary The recent fines imposed on three milk distribution companies and their drivers for overloading and other violations highlight the seriousness of ensuring roadworthy vehicles and adherence to weight limits. This case emphasizes the DVSA's stance on using HGVs for milk transport and the potential repercussions for operators and drivers who fail to comply. In conclusion, maintaining compliance in the road transport industry is crucial to avoid severe penalties and potential loss of livelihood for both operators and drivers.
