Development needs a sense of inclusion in the buildings of the teams with suitable support systems for the cause in an effective manner. Policy needs a fair and transparent welfare approach to the targets. The government and its forms need a dynamic active spirit towards democratic will with not only sovereign will but also a truly serving nature towards humanity and its environment with transparency and accountability. The leaders in general and political leaders in particular need to maintain a friendly environment wherever they are and whatever for the governance.

Tuskegee Experiment and Ethical Issues of Research on Human Subjects   In the study of medicine and public health, ethical issues of research on human subjects were the subject of considerable controversy in the 20th century.  The ethical violations made and the later reporting to the public and government brought these issues into the spotlight for Americans to raise their concerns and to demand more humane practice in these fields.  The reaction of the American public to the stories of racist and discriminatory studies helped to prevent the recurrence of such injustices.  By their deceptive behavior the US Public Health Service and other groups which lied to study participants lost the trust of the African American community and thus have had little participation from them in the years that followed the injustices such as the Tuskegee Syphilis Study... We tend to take a program-first (think of the acronyms: CCDBG, TANF, CTC, etc.) approach to supporting the well-being and flourishing of our young children and their families. While programs are important, it is the functional equivalent of saying the F-35, the Abrams tank, or Patriot missiles are our national security strategy. We must think bigger than the programs and we must work to support a whole-of-government *policy* that values the flourishing of every citizen from birth.

For several years, War Child has collaborated with colleagues UNIDIR — UN Institute for Disarmament Research on research to understand how young people experience conflict. Over this time, we have learned the importance of engaging with local populations, especially those who are often left out of important policy discussions. This presentation shares some of the lessons we have learned over this time including: • Invest in engagement with local populations before urgent engagement is required • Approaches to prevention need to be holistic • Prevention efforts need to be evidence-based • Effective prevention doesn't start with one year, last minute, and inconsistent budget allocations
