Added two additional sections to provide additional clarification on how to troubleshoot global service port conflicts and advise against adjusting the default port configuration whenever possible.

Description of the Change
Added two additional sections to provide additional clarification on how to troubleshoot global service port conflicts and advise against adjusting the default port configuration whenever possible. This change was motivated by my troubleshooting steps taken this week with @tylercherpak on Slack
