Fixes #2946
This updates our TypeScript dependencies and related linting libraries, and addresses the removal of some Chrome-only types from the standard libraries that ship with TypeScript v4.4.3.
I addresses the missing types by adding them to the
index.tsof the modules from which they're used which... I think is okay? The code transpiles locally now, at least.
