Narrow layout (for phones) does not allow access to General, Source, Analysis, & Recording from Monitor view

Describe the bug
When viewing ZoneMinder on a phone (or anything with a narrow layout), there is no way to access the following content:

• From the Monitor screen, General, Source, Analysis, and Recording are all off the screen to the left and inaccessible.

To Reproduce
Steps to reproduce the behavior:

• Open ZoneMinder on your phone (in either portrait or landscape mode).
• Click on 'Console'
• Click on the Source column of one of the cameras
• Notice that you can't access the first four menus as they are off the left of the screen and can't be scrolled into view

Expected behavior
Functionality should be available even in a narrow screen.

Notes
The zones and selection toggle on the Console screen were fixed from issue #3712, but this issue remains.
