This is the first in a sequence of PRs that will remove old Flashlight vcpkg ports and replace them with a single flashlight port. This comes as Flashlight has been restructured or orient itself more towards runtime dependencies and single build artifacts that can toggle multiple dependencies at build time, rather than discrete packages with significantly differing build options.
