Add nuclei template for CVE-2024-6043

This commit adds a new nuclei template for detecting SQL Injection vulnerability (Time-Based) in SourceCodester Best House Rental Management System 1.0. The vulnerability is identified as CVE-2024-6043. The template includes various time-based SQL Injection payloads and matchers to detect the issue.
