What I have learned in over 40years in construction that works, you first have an orientation, get their attention, they will be thinking about payday and quitting time, when you have their short attention span look them in the eye and tell them safety first, safety last, work safe or we will fire your ass! It works, try it. Talk to them like you would a 7 year old. Also do what you say, fire them quickly for non compliance.

Personal Protective Equipment (PPE's) should be provided by the contractor/ supervisor in charge at the site. The PPE's not only help to safeguard workers but also will be helpful in avoiding accidents to the construction site. Other than PPE's the other construction equipments has to be checked before in use to avoid accidents.

As per ILO article 16, C155, All the required PPEs to be given to the workmen without any charge. The workmen are needed to be trained also in use of PPEs, storage and inspection regularly. Only standard PPEs should be provided based national/international standards.

As regras só funcionam quando o empregador se compromete a cumprir o que as leis do país determinam. Se o empregador preza por isso, as contratações são feitas no intuito de manter uma cultura de segurança de verdade.

It is usually seen that people tend to take shortcuts and start ignoring the rules because they either believe that they are too smart and can escape all dangers or they are completely stupid. So the way to make them comply is to understand their behavior deeply and check the data of violations and find a solution related to the principles of human performance - don't punish the patient, treat it. By understanding these cultural values and root causes, you will learn why they believe they can do the job without safety standards. Craftsman-level engagement and information are key to gathering information and treating the right cause and patient.

Any time you want to change behaviors, especially when it comes to safety culture, make it personal to your workers. The most effective approach is to creat a culture where workers internalize and take personal accountability not only for their safety but those around them. You must have leaders that actively demonstrate these behaviors while reinforcing them. They must not accept any deviations no matter how small the perceived risk, and be consistent. Reinforce safety culture through presentations with a speaker who experienced an event due to unsafe culture and shares their personal story. I have witnessed two such memorable speakers and the impact it made will stay with me forever. It certainly changed my attitude and behaviors.

The slogan of Safety first is outaged, many organizations that don't believe it they will either promote it through posters and media but do the work their own way, or they simply discourage it formally if they can. Mature companies don't belive in periotizing safety but in merging it and think about it in a holistic way by applying realistic approaches such as risk based methodology or ALARP approach.
