I've had good experiences by encouraging rotating facilitators to also use different retrospective formats. It keeps things fresh and can lead to different insights and bring more voices to the forefront.

I love to have a facilitator come in from a different team to lead. They are able to lead in trusting way but also ask deeper questions because they are an outsider. Sometimes just asking those questions is what causes change, like "do you two always dominate the conversations", "are there other voices"....It can also give the other team mates power in sharing.

Tools that allow people to share anonymously are great for getting everyone involved. These can be online boards if everyone is remote, or simple post-it notes if the team is all in the same room. If voting on which topics are talked about is also done anonymously then it is more likely that everyone's thoughts can be taken into account.

I've had great results using a tool called EasyRetro which allows (and encourages) everyone to participate. It's great because it shows everyone that their peers are contributing (so it encourages everyone to join in) but it hides the specific contributions so you avoid "group think". This also tends to blunt the dominance of the most vocal folks and bring out the voices that might ordinarily not speak up

I always like to go "top down" and look for "elephants in the room" that the team may have become dull to. For example if a large team spent an entire sprint getting a small set of UI tweaks built, this suggests a lot of inefficiency and might drive questions or a retro format designed to uncover overhead or process issues. If you conducted a more standard retro format the team might have become used to the inefficient process and may not say anything despite the high leverage of fixing those issues.

One thing I've found to be useful is to come prepared with open-ended questions to draw people out. For example: "How did your local development environment work for you during the sprint?" or "How well did you understand the customer's use-cases when doing the stories this sprint?" That can give people permission to bring up sensitive topics and bring topics to light that might not have been addressed if you hadn't asked.
