For the RWA Police Department, protecting our 27,000 acres of watershed property means preventing illegal dumping, which can contaminate the water supply, stopping the use of ATVs, which contribute to erosion and the spread of invasive species, and ensuring a pleasant experience for all recreation permit holders.

The Regional Water Authority is a public water utility and environmental services company whose higher purpose is to make life better for people. Through our high-quality water and related services and products, we improve everyday moments in people’s lives. On average, we supply 46 million gallons of water a day to a population of some 430,000 persons. We provide water and other services in all or portions of Ansonia, Bethany, Branford, Cheshire, Derby, East Haven, Hamden, Milford, New Haven, North Branford, North Haven, Orange, Seymour, West Haven, and Woodbridge. We own land in Beacon Falls, Guilford, Killingworth, Madison, and Prospect. The Regional Water Authority owns more than 27,000 acres of land and provides a wide array of recreational and educational opportunities and water-related services to those in our water district. Edward E. Minor was born in New Haven in 1876. He graduated from Hillhouse High School and matriculated at Yale’s Sheffield School. Sheffield School was Yale's division for people interested in the applied sciences. Edward completed his coursework in engineering at Sheffield School in 1896. He continued at Sheffield School, earning his advanced civil engineering degree in 1899. His first employer was the engineering firm of Albert B. Hill, who did survey and engineering work for many utilities across Connecticut. During that time, some of his projects were for the New Haven Water Company (NHWC). In 1910, Edward Dillon, the Superintendent of the NHWC, died after a short illness, and the NHWC looked to replace him. After consulting with Hill, they decided to hire Minor. During the 1910s, Minor saw an impending crisis coming to New Haven’s water supply as the population grew, and people started to convert rural land to other uses, which would restrict the ability to develop new sources of supply. By 1921, Minor was promoted to the position of General Manager and pushed for the development of new sources east of New Haven. This would later become our North Branford System, which added water supplies from North Branford to Killingworth. In about 10 years, most of the parcels needed for these supplies were acquired, and three major dams were constructed. In 1937, he was promoted to Vice President and board member. Edward Minor died in 1953, two years before the last piece of the North Branford System (Lake Hammonasset) was constructed to complete his vision.
