Central Washington’s Douglas Public Utility District (PUD) operates the 840-megawatt (MW ) Wells Dam on the Columbia River, runs a fiber optic program, and has even started to generate hydrogen. Check out our article on Anselmo Collins of the Los Angeles Department of Water and Power, building local water sources through remediation and groundwater recharge from our June issue. The City of Los Angeles currently relies on imports for 90 percent of its water needs. The Los Angeles Department of Water and Power (LADWP) aims to change that by bringing local sources up to drinking water levels. In this interview, Anselmo Collins, who leads LADWP’s water system, describes the two-pronged solution of remediation plus groundwater recharge. The first involves building facilities to clean contaminated groundwater stored in the San Fernando groundwater basin. The second involves treating 100 percent of the effluent from Los Angeles Sanitation & Environment’s (LASAN) Hyperion Water Reclamation Plant, the largest reclamation plant west of the Mississippi River, to levels sufficient for indirect potable reuse (IPR) and direct potable reuse (DPR).
