Civilian Detention Officer

Qualifications

GENERAL SUMMARY:

Under general supervision of a Police Supervisor, performs duties in the Department of Public Safety (DPS) Police Service Records Section. Primary duties consist of but are not limited to the care, custody and control of prisoners in the jail, completion of police reports, assisting with the uniform/equipment program, assisting the Evidence Custodian as an Evidence Technician, and other duties as deemed necessary.

Principal Duties And Responsibilities

  • Performs tasks associated with the booking, detention and release of prisoners in the jail to include inventorying the prisoners’ property, retrieval and recording of identifying data, entering data into the computerized jail system, fingerprinting, photographing, explaining the bail process and processing bonds and fines. Other related tasks as necessary.
  • Searches prisoners and prisoners’ property.
  • Physically and electronically monitors prisoners for safety and wellbeing.
  • Conducts jail inspections and reports discrepancies for corrective action.
  • Coordinates with other law enforcement agencies to facilitate the transfer and/or release of prisoners.
  • Serve meals to prisoners.
  • Coordinates with EMS to ensure any ill or injured prisoners receive medical attention as necessary.
  • Provides phone and front counter support of customers to include giving directions, accepting payment for reports, bonds, and fines and general assistance as necessary.
  • Works with the Police Quartermaster in support of the department’s uniform and equipment program to include issue, maintenance, tracking, and return of uniforms and equipment.
  • Works with the Evidence Custodian in support of the department’s evidence program as an Evidence Technician.
  • Conducts inventories of supplies, equipment, records, forms and other items as necessary.
  • Assists Police Records Management Coordinators with records duties as necessary.
  • Ensures visitors are authorized and provides escorts as necessary.
  • Secures and monitors prisoners who are not allowed to be housed in the jail.
  • Notifies DPS supervision of anyone in the facility without proper authorization or of any suspicious circumstances that may affect the security of the facility.
  • Identifies and reports safety issues.
  • Protects confidentiality and sensitive security information.
  • All other duties as assigned

Minimum Requirements

  • Completion of high school curriculum or equivalent.
  • Two (2) years related work experience.
  • Any equivalent combination of education and/or experience may be substituted for the above.
  • Citizenship of the United States of America.
  • Has not been convicted of a Class “B” misdemeanor within the last ten years or any offense greater than a Class “B”.
  • Must be able to testify in Municipal, County, State, and Federal Court.
  • Possession of a valid Class C driver’s license.

Required Knowledge, Skills And Abilities

  • Ability to understand, speak, read and write English proficiently.
  • Ability to understand and adhere to the Airport Board’s safety, security and fire protection policies when performing assigned work on Airport property.
  • Ability to process, maintain and account for evidence.
  • Ability to process uniform and equipment requests.
  • Ability to use a computer and associated programs.
  • Ability to prepare and maintain records.
  • Ability to conduct inventories, maintain, process, and account for stocked items, uniforms, and equipment.
  • Ability to take various types of reports either by telephone or in person and complete required paperwork.
  • Ability to courteously communicate with the public by telephone or in person.
  • Ability to deal with persons who are uncooperative, combative, belligerent, or hostile in a professional manner.
  • Ability to comprehend and understand the DFW Department of Public Safety Standard Operating Procedures.
  • Ability to comprehend and understand directions, policies, and procedures issued by DPS supervisors.
  • Ability to understand and apply pertinent Federal and State Laws and the DFW Airport Board Rules and Regulations.
  • Ability to successfully complete training which may include, but is not limited to the following:
  • Defensive Tactics
  • Use of Force
  • Restraint Chair
  • Basic Detention Officer
  • Municipal Jailer Course.
  • Bloodborne Pathogens
  • First Aid/CPR
  • Ability to correctly and appropriately use law enforcement and detention devices and techniques such as handcuffs, restraint chair, defensive tactics, and use of force.
  • Ability to complete specialized training and certification including but not limited to Texas Association of Property and Evidence Technicians Basic and Advanced Certification and/or TEEX Basic Property Training.
  • Ability to pass a criminal history background investigation and Security Threat Assessment.
  • Ability to pass a truth verification assessment.
  • Ability to pass a medical physical examination.
  • Ability to pass a drug test.

Desirable

  • Experience in the military, law enforcement, corrections, evidence management and/or security field.
  • Texas Commission on Law Enforcement (TCOLE) certifications.
  • Multi-lingual.

Special Requirement

  • Must obtain a Security Identification Display Area (SIDA) Airport Identification/Access Badge (badge) in accordance with Department of Homeland Security Transportation Security Administration (TSA) requirements in Chapter 49 of the Code of Federal Regulations Part 1500 et al., and DFW Airport’s Airport Security Program within thirty (30) days from date of employment and maintain qualification for a SIDA badge upon each badge renewal.
  • This is a designated safety sensitive position as defined in DFW Airport’s Drug and Alcohol Administrative Policy and Procedure. Applicants selected for this position will be required to pass a drug test prior to employment and to submit to drug screening on a random basis during the length of their employment in the safety sensitive position.
