Overview

The City of Boston Office of Youth Engagement & Advancement is seeking a proactive Communications & Outreach Manager to be responsible for supporting the management and coordination of the day-to-day outreach, civic engagement and communications functions of the office. This role will oversee the coordination and implementation of OYEA communication strategies, events, and marketing as well as oversight of civic engagement and connecting youth to programs and services, such as the Mayor’s Youth Council, YLC, MBTA Youth Pass, etc. and support with strategic communications.

Reporting directly to the Executive Director of the Office, this position is designed for a professional who brings experience with connecting residents and constituents to services throughout a variety of media, and also holds the ability to engage with outside stakeholders, local organizations, youth serving networks, and other collaborators. The Manager must be a motivated individual with strong communication, and organization skills and a passion for working in an inclusive environment, experience working in a fast-paced environment, and a desire to work on initiatives and issues affecting youth and young adults, to accomplish the goal of the department.

Communications

Responsibilities :

  • Tells the story of the Office through various media channels.
  • Manages the resources of the Office’s communications program.
  • Serves as the Office’s Public Information Officer, handling all media relations for OYEA programs in collaboration with the Human Services Cabinet and the Mayor’s Press Office.
  • Writes press releases and editorials, develops interview briefings, pitches, stories, and coordinates responses to official records requests.
  • Writes and manages distribution of the Office’s newsletter and responds to inquiries from the Office’s website.
  • Plans and executes campaigns and programs to further the city’s youth engagement goals.
  • Leads digital content creation for the Office.
  • Creates innovative materials, content, interactive online spaces and dynamic events to raise awareness about the department’s goals and initiatives.

Engagement Management

  • Develops new engagement strategies to support the office’s goals and success in reaching and connecting thousands of Boston youth to programs and services.
  • Maintains regular contact with Community Engagement liaisons across city departments.
  • Fills community and constituent outreach requests as needed.
  • Keeps current of municipal, state and federal programs pertaining to youth to ensure appropriate referrals can be made.

Civic Engagement

  • Serves alongside Senior Manager to provide direct oversight and day-to-day management of the Mayor’s Youth Council and Youth Lead the Change civic engagement initiatives.
  • Advances departments civic engagement agenda to increase awareness and access to civic engagement programs.
  • Identifies strategies and opportunities of alignment of youth councils and youth advisory boards across city government and agencies, schools and NPOs and CBOs.
  • Designs and builds out new civic engagement programs and initiatives.

Partnership Management

  • Supports the development of a partnership framework to improve overall OYEA partner relationships, communication, outreach and recruitment.
  • Collaborates with city departments, other government agencies, and non-profit service providers to ensure the perspective and needs of youth are considered in various projects, programs, or initiatives.

General

  • Supervises and manages part-time interns and volunteers schedules and tasks.
  • As needed, supports and participates in general youth engagement and advancement activities, events, and special projects.
  • Performs related work as required.

Minimum Entrance Qualifications

  • Four (4) years of full-time, or equivalent part-time, professional experience working in the public sector or with youth serving institutions, including experience in communications, marketing, policy implementation, youth development or related fields.
  • Supervisory experience is preferred.
  • Bachelor’s Degree from an accredited college or university strongly preferred and may be substituted for two (2) years of the required experience. A Master’s degree in a related field may be substituted for up to three (3) years of the required experience.
  • Exceptional experience with community engagement strategies, external partnership and relationship management, civic engagement and youth programs preferred.
  • Proficiency with Google Suite, MS Office (Word, Excel, PowerPoint, Publisher) and Social media required.
  • Strong mediation, facilitation, and listening skills required.
  • Ability to identify issues, problems and use analytical strategies and thinking to develop solutions.
  • Ability to be well organized and work on multiple projects simultaneously, while maintaining attention to detail required.
  • Familiarity with Boston youth service providers preferred.
  • Ability to be flexible, take initiative, manage change, adapt to the changing demands of the department, and drive forward the department's strategies and goals.
  • Demonstrated ability to communicate effectively orally and in writing with a diverse range of people including constituents, staff, partners, stakeholders, and city personnel.
  • Demonstrated ability to establish and maintain effective working relationships with subordinates, peers, superiors, and public and private representatives.
  • Demonstrated ability to work in a fast-paced environment with limited direct supervision and perform assigned duties in an accurate, timely and professional manner.
  • Must be able to attend evening and weekend meetings or events as required.
  • Ability to exercise good judgment and focus on detail as required by the job.
