TITLE: DIRECTOR OF SPECIAL PROGRAMS

Qualifications

Current Oregon administrative licensure with a minimum of a master's degree from an accredited institution with an emphasis on school administration Three years of successful public-school administration, and/or instructional leadership/supervision. Prior experience, training and/or knowledge of the fields of Special Education and Federal Grant Programs.

REPORTS TO: Superintendent

Job Goal

To provide for the educational development and enrichment of all students through effective leadership, systems development, school supervision, positive administration and implementation of best practices in instruction.

SUPERVISES: Federal and Special Education Programs Specialist, Special Education and Consultation Team Staff, Speech Language Pathologists, Nurses and federal program grant funded staff working in education programs in partnership with building administrators. Possible supervision of other programs which may serve Early Learning or Alternative Education.

Performance Responsibilities

  • Administers a positive program of special education services designed to meet the educational needs of all students.
  • Recommends to the superintendent the number and types of positions required, providing adequate personnel and services for the operation of programs.
  • Recommends and develops policies for the administration, organization, personnel management and other functions of special programs throughout the district.
  • Development and implementation of systems and the ability to audit and improve existing systems.
  • Creates and submits an annual budget to the business manager.
  • Completes the annual federal programs application to the state in a timely and accurate manner.
  • Keeps current the local, state, and federal compliance plans for special programs including special education.
  • Directs, supervises and evaluates the work of designated special education, federal grants and ELL personnel.
  • Assists in the development and execution of policies governing the classification and placement of students into special programs including special education.
  • Works closely with counselors, administrators, and assessment examiners in the development of placement and assessment tools and procedures for students eligible for special programs.
  • Coordinates and facilitates regular staffing meetings with all special programs groups.
  • Coordinates and facilitates regular meetings with parents of students of all special programs groups.
  • Maintains all records necessary for state reports and file such reports in a timely and efficient manner.
  • Evaluates the effectiveness of all special programs and provides for continuous program improvement.
  • Manages budgets and finances related to all special programs projects.
  • Functions as a liaison for the school district in matters involving special education, Title I, Title IV, Homeless, and ELL.
  • Provides all feedback and survey data required by Oregon Department of Education and the United States Department of Education in an accurate and timely manner.
  • Participates or assists building administrators in the hiring of special programs personnel.
  • Attends regular meetings of the School Board providing the Board with pertinent special programs information.
  • Meets regularly with the school district "cabinet" for the continuous development of the district's strategic plan.
  • Plans meaningful in service and professional development for special programs personnel.
  • May serve as the district designee as the 504 Coordinator and/or ADA Coordinator
  • Maintains regular attendance in order to preserve continuity.
  • Performs other duties as assigned by the superintendent

Terms Of Contract

This is a full-time, 260 day contract with vacation days allowance, insurance package, and PERS pick up.

Relocation cost reimbursement

Salary Range: $116,621- $133,961
