Job Summary
Supervise operations and activities for Code Enforcement in construction plans review for compliance with Florida Building Codes, Florida Fire Prevention Codes, Florida State Statutes, and State Requirements for Educational Facilities (SREF). Administers and performs plans review of new building construction, erection, repair, addition, remodeling, demolition, and alteration projects that require permitting indicating compliance with building, plumbing, mechanical, electrical, gas, fire prevention, energy, accessibility, and other construction codes.
Essential Functions
Reviews and approves construction plans for code compliance for District Facilities, Maintenance, Information Technology, and other District projects requiring permitting.
Assists the Building Official in supervising the permit application process.
Responds to inquiries regarding plans review and permitting in person, on the phone, and through written correspondence with contractors, architects, engineers, and other district staff. Provides guidance related to building code plans review.
Maintains documentation and files for plans review in accordance with public records statutes.
Performs other duties as assigned.
Qualifications
Education: Bachelor’s degree in Engineering, Architecture, Building Construction or related field, from an accredited college or university is preferred. High school diploma is required.
Experience: Five (5) years combined experience in the field of construction as an architect, engineer, plans examiner, building code inspector, registered or certified contractor, or construction superintendent.
Certifications & Licenses: Current State of Florida Architect, Engineer or Florida licensed plans examiner with special qualifications in building, electrical, and fire safety is required. Additional Florida plan examiner licenses in mechanical and plumbing preferred.
Knowledge, Skills, And Abilities
Knowledge of the Florida Building Codes, Florida State Statutes and Administrative Rules, State Requirements for Education Facilities (SREF) rules, regulations, and procedures
Knowledge of modern construction methods, principals, practices and procedures
Knowledge of the records and reports required in building code enforcement administration
Strong word processing, spreadsheet, presentation, and database software skills
Strong oral, written, and interpersonal communication skills
Ability to ensure compliance with construction code, state law, and FL Department of Education rules
Ability to plan, organize, schedule, coordinate, and implement plans review and related functions
Ability to work effectively with other agencies, departments, officials, employees, contractors and the general public
Ability to influence, guide, and motivate others
Ability to exercise sound independent judgment
Ability to read and interpret construction documents
Ability to meet statutory deadlines
