NTIA's National Spectrum Strategy teed up several spectrum bands for study, including the 7/8 GHz (7125-8400 MHz) band. Various commercial entities see the band as a significant opportunity, but it is currently home to a wide variety of important government services. The circumstances pose a difficult issue for NTIA and the agencies, which will need to determine whether the band can be repurposed in whole or in part, and if so, in what manner. AI Identifies Foreign Military Actors in Proximity to Coups in Africa: As artificial intelligence (AI) remains a focal point throughout the national security and technology domain, Defense One recently published an article focusing on a Florida-based behavior analytics company, Torchlight AI. The company released information that places Russian military actors in time and proximity of coup d'état’s taking place in Africa. Torchlight AI specified that the system was designed to help civilian and military leaders better understand what is happening in locations of interest. According to the article, the AI system used commercially available information and traced “the movements of a locally based person between the Russian embassy and various Gabonese government and military installations” in the weeks leading up to the coup in Gabon. The article also outlines additional instances of Russian military actors traveling into African nations when recent coups took place. Continued developments in the AI realm, such as the Torchlight AI system, help shine a light on the technological advantage obtained by using AI to comb through extensive amounts of data to provide timely information for political and military leaders.
